HKA adds Chelsea Cullum and John Hindman as partners in government contracting practice
HKA, a risk and disputes consulting firm, has hired Chelsea Cullum and John Hindman as partners in its government contracting practice in Washington, DC.
Cullum brings more than 15 years of experience advising on cost and pricing issues, government contract compliance, and dispute resolution. She has provided expert testimony on damages and government contracts cost and pricing issues before various courts and boards of contract appeals.
Cullum rejoins HKA from Vertex Companies/Breakwater Forensics, where she spent five years and was a managing director.
Before that, she spent 11 years with HKA/The Kenrich Group, where she was a director in the DC office.
Cullum has a bachelor’s degree in finance and international business from the University of Virginia and is a certified management accountant and certified fraud examiner.

Hindman brings over 18 years of experience in government contracting, with expertise across cost accounting and pricing, contractor business system requirements, contract audits, and contract disputes, among other areas.
He joins HKA from RSM, where he spent three years as a managing director. Before that, Hindman spent 12 years with Baker Tilly, where he was a director in the government contractor advisory services practice. He began his consulting career at Navigant, where he was a senior consultant in the government contractor services practice.
Hindman has a bachelor’s degree in accounting and information systems from Virginia Tech.

HKA recently added Mohammad Reza Jafari as a principal in its forensic engineering practice and Guler Wiefling as a partner in its forensic accounting and investigations practices.
