Altaline invests in Risk & Regulatory Consulting

Altaline Capital Management, a Los Angeles-headquartered private equity firm, has made a strategic growth investment in Risk & Regulatory Consulting (RRC), a Farmington, CT-based provider of consulting services to insurance regulators.

Founded in 1988, RRC provides actuarial, financial/IT, compliance, and related consulting services to US insurance regulators. The firm has worked with 44 states and jurisdictions on engagements spanning financial/IT examinations and analysis, market conduct examinations, actuarial services, insolvency and receivership support, market studies, and investment analysis.

RRC has approximately 160 employees nationwide.

As part of the investment, RRC’s leadership, teams, and services will remain unchanged, with LeeAnne Creevy and Tricia Matson continuing to serve as co-CEOs. RRC will also implement a new, broad-based employee ownership program.

Four new directors will join RRC’s board: Sebastian O’Neill and Rafael Telahun from Altaline, as well as John Haley, former CEO of Willis Towers Watson, and Ellen Charnley, former president of Marsh Captive Solutions.

“As part of our investment research work, we found the public sector actuarial solutions market to be compelling and RRC, in particular, to have all the attributes we look for here at Altaline,” said Sebastian O’Neill, principal at Altaline Capital Management. “Nearly four decades of regulatory relationships, genuine technical depth and national coverage. Very few firms can do this work at the standard regulators now need, and we intend to help RRC remain the one that does it best.”

The investment will support RRC with adding credentialed actuaries to meet rising demand from insurance regulators facing challenges in climate exposure, cyber risk, and artificial intelligence.

“We met the Altaline team at an industry conference and have been impressed by our interactions with them over the last year as we contemplated a potential transaction. As we got to know their team, it became clear to us that our growth vision could be accelerated by partnering with them,” said Creevy.

Altaline was founded in 2025 and focuses on control-oriented investments in the lower mid-market for tech-enabled services, business services, and financial services.

The RRC transaction is the fourth platform investment in the last twelve months within Altaline’s compliance, safety, and risk thematic investment initiative.
