Former Gorman Health executives launch healthcare consultancy Rebellis Group
Betsy Seals and Deb Devereaux, two former executives from Gorman Health Group, have launched Rebellis Group. The new firm will offer consulting services in the managed care area.
Rebellis will deliver services to help healthcare organizations streamline and optimize systems and processes, align strategy and operations to maximize revenues, and increase agility. The firm’s full suite of services includes software support, industry intelligence, auditing, growth strategy, and compliance advisory.

Seals and Devereaux bring decades of operational, clinical, and leadership experience, having served many of the nation’s largest managed care companies.
Seals brings over 17 years of experience in the managed care industry, with a solid mix of leadership, strategy, and regulatory expertise. She previously spent more than 11 years at Gorman Health Group, a consultancy specializing in government health programs which was acquired by Convey Health in 2017. She joined the firm as a senior consultant, eventually rising to SVP of compliance solutions, and then chief consulting officer, where she oversaw the Medicare consulting practice.
Seals also spent time as an executive consultant in health plan strategy at SaaS company Carrot Health, a regulatory compliance manager at WellPoint, and a compliance analyst at Medicare Advantage Organizations.
Devereaux is a pharmacy expert with 30 years of clinical and regulatory experience. She has deep expertise across acute care, government programs, and managed care. She previously spent more than 13 years at Gorman, where she was SVP of pharmacy and clinical services, overseeing Medicare Part D operations, compliance, and formulary drug management, among other areas.
Prior to Gorman, Devereaux was a drug utilization review manager, adjunct clinical faculty at the University of Wyoming School of Pharmacy, and an assistant director at the University of Colorado Hospital. She has an MBA from Regis University and a BS in pharmacy from the University of Colorado.
Rebellis is based in San Francisco, and will serve clients from satellite offices in Northern California, Colorado, and Florida.
