DCI Consulting Group hires labor economist David Garber
DCI Consulting Group, a Washington, DC-based human resources risk consulting firm, has hired David Garber, a PhD-trained economist, as a principal consultant.
In his new role at DCI, Garber will help employers assess and resolve potential workplace issues, as well as advise employers currently undergoing audits or enforcement actions.
Garber brings more than 15 years of experience as an economist in research, government, and private sector environments. He has expertise in applying econometric and statistical methods to analyze large data sets for public and private organizations, as well as using quantitative models to inform public policy.
He joins DCI from the OFCCP, an agency of the US Department of Labor that ensures government contractors comply with non-discrimination laws. Garber spent five years at the OFCCP as a labor economist in the expert services branch, largely focusing on analytical work related to pay equity. He also played a central role in negotiating numerous OFCCP settlements.
Before that, Garber was a quantitative analyst in web analytics at apparel brand Lands’ End, where he spent two years providing analysis on ecommerce outcomes to senior leadership. Garber was also previously an economist at USAID and the EPA.
He holds a PhD in applied economics from the University of Wisconsin-Madison and a bachelor’s degree in international relations from The College of William and Mary.
