ICF, a global management and technology consulting firm, has acquired Creative Systems and Consulting, a McLean, VA-based technology consulting firm focusing on federal clients.

Founded in 2010, Creative’s 270-person team provides services and solutions in digital strategy, cloud, infrastructure, customer experience, and data analytics to a wide range of US federal agencies. The firm has substantial expertise in Salesforce, Microsoft, and ServiceNow, with more than 500 technical and platform certifications between the trio.

Creative has supported more than 200 federal cloud and infrastructure projects since its founding, and expects to generate approximately $60 million in revenue this year. The firm has booked revenue growth in the mid-teens in 2021.

ICF’s acquisition of Creative will bolster the Fairfax, VA-based firm’s Salesforce, Microsoft, and ServiceNow offerings within its digital transformation practice. The deal is expected to complete by the end of this month.

"This transaction is aligned with our strategy of pairing organic growth with select acquisitions that strengthen ICF's position in key growth markets," said John Wasson, chairman and CEO of ICF. "Creative's expertise in cloud development considerably expands our qualifications in the federal IT modernization/digital transformation arena, and the company has delivered flagship work with many civilian agencies that have been long-standing clients of ICF, including the US Department of Health and Human Services, the US Department of Agriculture and the US Department of Treasury."

ICF’s digital transformation practice supports client projects in digital service design, advanced analytics, cloud and managed services, and future workforce development. The firm also helps government and commercial organizations solve challenges in policy and regulation, program implementation, strategy and innovation, human capital, cybersecurity, and climate and resilience.

ICF is publicly traded on the Nasdaq and has approximately 7,500 people across 90+ offices in North America, Europe, Africa, and Asia.

Vanitha Khera, CEO of Creative, added, "Together, we will offer an unparalleled portfolio of digital services along with our world-class domain expertise – from strategic advisory to analytics to platforms and agile delivery – as federal agencies work to generate scalable, more efficient and cost-effective outcomes."

ICF in January 2020 acquired Incentive Technology Group, a provider of cloud-based platform services to the US federal government, for $255 million. The deal added approximately 350 employees.
