Civitta expands into US with acquisition of J.E. Austin Associates

Civitta, a Tartu, Estonia-headquartered management and digital consulting firm, has expanded into the US market with the acquisition of J.E. Austin Associates (JAA), an Arlington, VA-based international development consulting firm.

Founded in 1986, JAA focuses on strategy consulting and implementation for economic development projects across agriculture, tourism, and manufacturing.

The firm has worked with corporations, government, NGOs, and donors on nearly 700 projects in 123 countries. JAA has 14 professionals listed on its website.

The Trump administration’s recent cuts and restructuring of federal aid organizations presents additional opportunities for specialist consulting firms in the sector.

“This is not just a market entry; it’s an acquisition of a world-class strategic legacy and intellectual capital,” said Ander Ojandu, a partner and co-founder at Civitta. “With the ongoing reorganization in the development industry, there is a clear demand for more agile and accountable partners.”

The JAA acquisition will give Civittas its first office in the Americas, extending its geographical footprint beyond its home markets in Central and Eastern Europe. The Estonian firm has more than 700 professionals across offices in Europe, Central Asia, and the Middle East.
