NTT Data hires Horace Blackman as head of federal business

NTT Data, a global IT consulting firm, has hired Horace Blackman as the head of its US federal business.

Based in Washington, DC, Blackman is an IT leader with more than two decades of experience driving digital transformation, modernizing mission-critical systems, and advancing strategic growth.

As president of NTT Data Federal, Blackman will lead strategy and growth across various government sectors and manage a multi-billion-dollar P&L.

He most recently spent six years with CGI Federal, where he was SVP and head of the defense, intelligence, and space business unit. Before that, Blackman was a VP at Cognizant and Lockheed Martin.

Earlier in his career, he was acting customer advocate for benefits at the Department of Veteran Affairs, director of healthcare services at HPTI, and a management consultant at Booz & Company (now Strategy&).

Blackman has an MBA from the University of Virginia and a bachelor’s degree from George Mason University.
