Consulting firm Berkeley Research Group (BRG) has hired Dan Troy, former chief counsel at the Federal Drug Administration (FDA), as a managing director in its health analytics practice in Washington, DC.

In his new role at BRG, Troy will support law firms and pharma companies with expert witness testimony on FDA regulatory and related matters.

He brings more than 30 years of legal experience in private and governmental sectors with extensive experience in corporate governance, dispute resolution, and regulatory compliance.

Troy most recently spent four years at biotech firm Valo, where he was EVP, chief legal officer, and general counsel. Before that, he spent 10 years as general counsel at GSK, where he oversaw a team of 630 professionals and managed major issues and litigation – including DOJ investigations and product liability matters.

Between 2001 and 2004, Troy was chief counsel at the FDA, serving as a primary liaison to the White House and Department of Health and Human Services. During his tenure, he oversaw the agency’s litigation and enforcement efforts and helped shape major regulations.

Troy was also previously a partner at law firms Sidney Austin LLP and Wiley Rein LLP, where he advised large pharma firms.

“No one knows the FDA better than Dan. In his more than 30-year career, he has helped shape, enforce and litigate pharma regulatory matters for leading healthcare organizations, law firms and the government alike," said Jerry Lewandowski, managing director in BRG's health analytics practice. "As an expert witness, he's demonstrated a sterling track record on behalf of generic and branded companies—in areas such as Orange Book listed patents, allegations of fraud and reverse payment antitrust matters—that showcases the breadth of knowledge he will deliver to clients."

Headquartered in Emeryville, CA, BRG has more than 1,200 professionals across offices in the Americas, EMEA, and Asia-Pacific regions. It advises on corporate finance, disputes and investigations, and performance improvement and advisory.

BRG’s health analytics practice provides services in disputes and litigation, investigations, advisory, and governance, compliance, and risk management. The practice serves providers, payers, life sciences firms, pharmacies, and technology firms.

"I'm thrilled to join such an elite group of healthcare experts at BRG and look forward to combining my extensive private- and public-sector experience to support the firm's clients in today's increasingly complex regulatory landscape," Troy said.
