Isobar Public Sector, a digital and IT consulting practice focusing on government clients, has added three executives based in the Washington, DC area: Yancey Hall, John Sandoval, and Jon Clayton.

The new hires arrive at a moment when government agencies are ramping up their IT modernization efforts. The Biden administration’s May executive order on cybersecurity has placed even greater pressure on upgrading federal systems and security.

Yancey Hall joins Isobar (a Dentsu company) as chief growth officer, where he will oversee growth of digital service offerings across civilian, defense, state, and local sectors. He will also support the firm’s capabilities in experience design, application modernization, cloud services, emerging technology, data transformation, and cybersecurity.

Hall brings over 20 years of experience working on digital transformation in the public and private sector. He previously spent four years at EY’s DC office, where he was a senior manager focusing on digital strategy, customer experience, and organization design. He was also digital and emerging technology lead for government and public sector clients.

Before EY, Hall spent five years at Booz Allen Hamilton, where he was chief technologist for the firm’s strategic innovation group, overseeing enterprise mobility and Agile software development using DevOps approaches and tools.

“Yancey's background with all phases of strategic capture as well as his deep domain expertise with digital transformation for government agencies make him a welcome addition to the Isobar Public Sector team,” said Larry Gillespie, president, Isobar Public Sector. “His focus on integrating secure agile engineering with experience design aligns exactly with Isobar’s strategic focus and can help our clients transform and improve mission and service delivery.”

John Sandoval joins Isobar as VP of client services, bringing over 15 years of experience leading digital transformation programs for public sector clients. He joins from IT consultancy ISG, where he was a principal in the digital strategy & solutions practice. Before that, he was lead associate for digital and open data strategy at Booz Allen and a senior IT consultant at Gartner.

Jon Clayton joins Isobar as VP of business development, and brings 20 years of IT industry experience with a focus on business development and capture management for the public sector. A Navy veteran, Clayton was previously a business development executive at IT consultancy Oasys International, director of IT solutions and programs at Akima, and a technical director at CSRA.

Headquartered in London, Isobar delivers services in strategy and innovation, product and experience, brand design and systems, and communications and content. It is part of Tokyo-based Dentsu, the largest advertising agency in the world.
