HKA promotes four to partner in United States
As part of its biannual promotion cycle, HKA promoted eight team members to partner across its global operations, including four in its US offices: Julia Alcarez, Brian Badala, Konstantine Tonas, and Peter Vosbikian.

Julia Alcarez (New York) has 14 years of professional services experience, with a focus on investigating and resolving business disputes related to government contracts and commercial litigation. She has calculated and evaluated damages claims worth over $1 billion and has supported clients ranging from small businesses to Fortune 500s.
Alcarez joined HKA in 2019 as an associate director via the acquisition of her prior firm, The Kenrich Group, where she spent nine years and was a principal.
She has a bachelor’s degree in finance from Georgetown University and is a certified fraud examiner, certified management accountant, and certified public accountant.
Brian Badala (San Francisco) is part of subsidiary TM Financial Forensics, which HKA acquired in 2022. He has over 15 years of experience in IP, commercial damages, valuation, and forensic accounting matters.
Badala has analyzed claims relating to lost profits, reasonable royalties, and unjust enrichment arising from intellectual property infringement, breach of contract, trade secret misappropriation, and construction delays.
He has a bachelor’s degree in finance and business management from Georgetown University.
Konstantine Tonas (Sacramento) is part of the HKA Tech division, which helps clients implement project management/control system PMWeb and provides consulting for Power BI, system integrations, and data migrations.
He has 20 years of experience focusing on project control and cost management software, and has completed engagements with over 200 companies.
Before joining HKA Tech in 2017, Tonas spent nine years at Hill International, where he was a VP focusing on the firm’s PMWeb partnership.
He has a bachelor’s degree in physics from the University of California, Davis.
Peter Vosbikian (Philadelphia) has over 20 years of experience in engineering, construction, project controls, claims analysis, and litigation support. He has testified in various litigations and arbitrations as a delay and disruption expert on disputed sums in excess of $170 million.
Vosbikian has a background in land development engineering and project advisory for projects range from large infrastructure projects to oil pipelines, refineries, mining buildings, and water treatment facilities.
He joined HKA in 2020 from FTI Consulting, where he spent four years as a senior director. Before that, he was senior managing consultant at Greyhawk, a senior consultant at Alliance Construction Consultants, and a senior consultant at Navigant.
Vosbikian has a bachelor’s degree in engineering from Widener University and is a certified cost engineer and certified forensic claims consultant.
