Based in Philadelphia, Sanders brings more than 25 years of experience in construction, engineering, project controls, and dispute resolution. He has advised clients on delay, disruption, productivity loss, scope growth, changed conditions, contract amendments, and project performance, and has provided expert reports and testimony for arbitrations and court proceedings.

Sanders has worked on projects valued up to $800 million across building, transportation, energy, water, and infrastructure.

He previously was director of projects at Alpha 3 Consulting, a program director at Altran, and a consultant at Wagner Hohns Inglis and Trauner Consulting Services.

Sanders has a juris doctor from William Howard Taft University and master’s and bachelor’s degrees in civil engineering from Villanova University.

Based in Toronto, ElShazly brings more than 18 years of experience advising on construction claims, delay analysis, project controls, dispute avoidance, and commercial risk management. He has worked on major infrastructure projects in Canada and the Middle East including highways, bridges, nuclear facilities, oil and gas projects, and ports.

ElShazly was most recently a director at Teneo and an assistant director in Deloitte’s construction advisory practice. Before that, he was a planning manager at Red Sea Global and a project planning specialist at Thales. Earlier in his career, ElShazly was a planning engineer at Petrofac.

He has a master’s degree in construction law and arbitration and adjudication from Robert Gordon University in the UK and a bachelor’s degree in mechanical engineering from Alexandria University in Egypt.

“We are delighted to welcome Mark and Mohamed to HKA. Their expertise, industry knowledge, and proven track records advising on complex projects and disputes will be invaluable to our clients and further strengthen the depth and breadth of our Construction Claims and Expert Services practice,” said Maged Abdelsayed, partner at HKA.

HKA has more than 1,100 people across 40+ offices in 17 countries. The firm supports construction and energy sector clients with advisory services in risk mitigation, dispute resolution, expert witness, and litigation.
