Clutch teams up with Google on AI adoption in California government
Clutch, a Sacramento-based public sector consulting firm, has entered a strategic partnership with Google Public Sector to support AI adoption in California state and local government entities.
Under the collaboration, Clutch will help government teams deploy Google Cloud enterprise AI tools such as Gemini for Government.
Clutch will combine its expertise in digital transformation, change management, process engineering and data strategy with Google’s AI tech to help California governments improve productivity, efficiency, and mission outcomes.
Clutch says it has developed an AI readiness service to support teams in the data, people, and process optimization required for successful AI implementations.
The consultancy will begin initial engagements with identified early-adopter state departments in the coming weeks to help them evaluate high-value use cases.

James Regan and Hayley Figeroid, head of client delivery at Clutch, are former state public servants who helped shape California’s early AI policies and pilot projects.
Clutch was founded in 2019 and provides public sector clients with consulting services in AI readiness and digital enablement, policy and program implementation, and community engagement. The firm also provides full-service events planning and management.
Clutch works with local government, state agencies, and nonprofits in healthcare and public health, education and workforce development, emergency management, and government and civic services.
