Jennifer Flickinger joins HKA’s Washington office as partner

Jennifer Flickinger has joined risk and disputes consultancy HKA as a partner in the government contracts group, based in Washington, DC.

Flickinger brings 30 years of professional experience with a focus on operational and compliance matters for federal contractors. In her new role at HKA, she will help clients develop policies, procedures, systems, and controls to achieve compliance with various federal contractor regulations.

Flickinger has expertise designing competitive indirect rate structures, implementing compliance accounting systems, preparing cost proposals, change orders, ROM proposals, REAs, and termination settlement proposals. She has supported clients through the M&A process, including due diligence and post-acquisition support such as external restructuring proposals.

Flickinger has extensive experience negotiating with the US Departments of Defense, State, and Labor, and the Defense Contract Audit Agency.

She joins HKA from GovCon Advisors, where she spent the last year-and-a-half as a principal. Before that, she spent nearly a decade at Baker Tilly US, where she was a partner.

Prior that, she spent five years at SOC, a provider of security and operational support services to federal and corporate clients, where she was director of business management. In the role, Flickinger coordinated and directed financial planning and budgeting, prepared cost proposals for RFPs, and negotiated contracts with suppliers, among other duties.

Earlier in her career, Flickinger was a project manager at DZS Baker – an operator of nonclassifiable establishments – and director of client services at LeapSource, a business process outsourcing firm.

She began her career at Arthur Andersen, where she was latterly a manager working on business process re-engineering projects.
